Add --strict-acls option (WIMLIB_ADD_IMAGE_FLAG_STRICT_ACLS,
WIMLIB_EXTRACT_FLAG_STRICT_ACLS)

Better warnings when failing to get/set security data; also return to using
SetFileSecurity() to avoid problems with specifying descriptor in
CreateDirectory() or CreateFile().
