mkwinpeimg extracts wrong index from win iso boot.wim?

Reading the source of the mkwinpeimg, it seems that the tool chooses 2nd index from windows installation boot.wim, but the 2nd index is windows setup image, not windows pe image which is index 1. Am i missing something?
