Just leaving this for anyone trying to get wimlib installed on Fedora. I am using a slightly older version of Fedora right now but these steps should help get you going:
[root@scott bootiso-master]# cat /etc/*release
Fedora release 26 (Twenty Six)
NAME=Fedora
VERSION="26 (Twenty Six)"
ID=fedora
VERSION_ID=26
PRETTY_NAME="Fedora 26 (Twenty Six)"
[root@scott bootiso-master]# dnf install libxml2-devel
[root@scott bootiso-master]# dnf install ntfs-3g.x86_64 ntfs-3g-devel.x86_64
[root@scott bootiso-master]# dnf install fuse fuse-devel
In my case I am trying to run a nice tool called bootiso that uses wimlib. Hope this helps someone!
